    Key Takeaways

    • Bill 8722 passed in July after fraudsters stole $70 million from the charity Caritas in 2024.
    • In 2024, Luxembourg police logged 6,382 fraud cases as FIU scam reports surged by 32%.
    • FIU Director Max Braun led training on Aug. 6 prior to the law entering force two days later.

    Targeting Crypto Loopholes

Luxembourg is adding cryptocurrency exchanges to its emergency financial alert system under new anti-fraud legislation taking effect Aug. 8, extending broad asset-freezing notices beyond traditional banks as part of a crackdown on high-profile corporate scams.

According to a report, the law, Bill 8722, gives the nation’s Financial Intelligence Unit (FIU) unprecedented authority to issue rapid-response alerts across the country’s entire financial sector when fraudulent accounts are identified. Crucially, the measure mandates that crypto exchanges operating in Luxembourg receive the warnings alongside traditional banks and payment institutions — closing a critical loophole that allowed fraudsters to quickly move stolen cash into digital assets.

Luxembourg has emerged as a major European hub for cryptocurrency platforms following recent European Union regulatory shifts, making digital wallet providers a prime target for criminals seeking to convert illicit funds into crypto. The legislative push follows a devastating 2024 “CEO fraud” scheme that saw just over $70 million stolen from the humanitarian charity Caritas.

Under prior rules, banks could block transactions to flagged accounts only within their own internal systems. Once funds jumped to another financial provider or a crypto exchange, authorities had no statutory mechanism to notify the receiving institution to stop incoming or outgoing transfers.

Max Braun, director of the FIU, said including crypto exchanges in the cross-sector warning system will “make cashing out of the accounts more difficult” for international fraud syndicates.

“It is a new possibility to the FIU to prevent CEO fraud from happening,” Braun told reporters, noting that the measure provides vital liability protection for crypto-wallet operators whose customer bases are overwhelmingly located outside the Grand Duchy.

Introduced in March by Justice Minister Elisabeth Margue, the bill passed parliament unanimously in July and was published on Aug. 4 in the Grand Duchy’s official gazette, the Journal officiel.

Braun noted that the alerts will be broadcast via a secure, data-compliant IT framework directly to authorized financial and crypto providers inside Luxembourg. The agency held an informational rollout session with compliance officers on Aug. 6 to ensure immediate implementation upon the law’s entry into force two days later.

While calling the expanded crypto-inclusive alerts a major step forward, Braun cautioned that the measure “will not solve the whole problem” of sophisticated corporate fraud.

According to Justice Ministry statistics, Luxembourg police recorded 6,382 fraud cases in 2024, up nearly 4% year-over-year. Fraud and scam reports submitted by financial professionals surged 32% to over 18,000 cases during the same period. Operating under the Luxembourg public prosecutor’s office, the 75-member FIU is the central authority tasked with countering money laundering, terrorism financing, and financial crime.
